WHO I AM...
My name is Jeanne A. Robitaille-Brohart. I worked for several years in project management and hold 3 degrees, a B.A. (Psychology), a B.B.A. (Finance) and an M.A.(Finance). I dared to question what I saw as the violation of employment insurance laws by federal employees at the Canada Revenue Agency (CRA) and as a result, rather than turning a blind eye to what I considered most questionable practices at the CRA, I was left with no choice but to quit my job - and as such - was forced to become unemployed by the very body (the CRA) which is supposed to be the "enforcement arm" of the Government of Canada in matters of employment insurance fraud.
After having spent several years recovering my autistic son, I had made the decision to slowly re-enter the work force. As an M.A. in Finance residing in Northern Ontario, I decided I had many skills which could be of value to the CRA. Shortly after I decided to return to work, my family found itself in the middle of a construction scandal (see p. 52 - 74 of "The Documentation and The Proof..." I also have a 1000+ Powerpoint presentation on this Ontario-wide and most likely Canada-wide building scandal). Refusing to put a mortgage on the home we were building for our autistic son and for our daughter, I found myself attempting to get into the CRA permanently... but... by the time I accepted a second short term contract, I realized that I now found myself in the middle of a second scandal... this time... not in the construction industry but at the CRA itself.
While at the CRA, it became obvious to me that permanent federal employees were, in my opinion, facilitating and engaging in what were, in my opinion, employment insurance fraud tactics, allowing federal term employees to refuse work and not capturing this data for the administration of the Employment Insurance Act in matters pertaining to accurace Records of Employment.
When I decided to escalate the issues, I was retaliated against by supervisors who, in my opinion, clearly did not want the issues made public. Things got very ugly, impacting my health and causing me a tremendous amount of stress and in the end, I ended up quitting rather than turning a blind eye to what I was seeing and not making the public aware of the issues - something, in my opinion, the government absolutely did not want to see happening. For being honest, I was forced out, yet, those who, in my opinion, were absolutely violating the law, are still there. In my opinion, this was an organization wide problem - perhaps explaining why the CRA was left with no choice but to re-write its methods/ procedures/processes in these matters.
I forwarded emails and documentation of the issues to all Federal Members of Parliament. In my opinion, they have yet to disclose the issues to the public.
I forwarded emails and documentation of the issues to the press... and even though some knew of the issues in November 2012, as of March 10, 2013, they, too, yet to disclose these issues to the public. In my opinion, I was left with no choice but to disclose these matters online.
