The Lack Of Proper Checks And Balances...
With my last contract at the CRA, prior to having been left with no choice but to quit the CRA (see p.43 of "The Documentation and The Proof..."), I was performing quite well on my "productivity measures" and, in my opinion, would most likely have been in a situation for "an extension offer" at the end of this contract should the workload necessitate extension offers.
Although the CRA had stated in its letter to me that methods, procedures and/or processes were being changed, I had wanted to MAKE SURE they had been and being in line for an extension offer would have provided me such an opportunity. In my opinion, the FACT was that this was a very difficult issue for the CRA involving primarily union employees and a very strong public servants' union.
As such, to this day, personally - call me a skeptic - but, I still had concerns as to whether or not things would REALLY be different at the CRA in these matters. Who would be there to ENSURE they were? Employees who had been part of the problem in the first place?
When I turned to my union, given my contract terms, I was basically told they could not help me with my issues. My biggest issue with the union is the fact that in spite of my having documented my issues pertaining to questionable practices at the CRA, they did nothing to follow up and/or have these issues addressed. As such, when I returned for another contract and asked for an update, I was told the matter was considered "closed" and was left - again - alone - to try to have these issues addressed by upper management. Thus, in my opinion, given the union's total failure to even begin to address issues they had clearly been made aware of, in my opinion, the union was just as much at fault as management. Had the union and/or upper management done something to address the issues when they were referred to them, my family would not have suffered as it has because of government scandals.
I had 2 children (one of whom is autistic) and I was determined to make sure these issues were indeed cared for. To not ensure this could cost the people of Canada and all taxpayers, potentially, millions of dollars in potentially fraudulent employment insurance payments over time. As such, in my opinion, the people of Canada had no choice but to force the placing of appropriate checks and balances in these matters.
It was also my opinion that these issues should be investigated in ALL branches of the Government of Canada and/or Provincial government agencies that made use of contract and/or term employees to ensure proper administration of the Employment Insurance Act via the proper capture and reflection of work refusals on Records of Employment.
